A Comprehensive Plan is a tool which sets goals, recommendations, policies and implementation programs for guiding the development of a city. Garland’s comprehensive plan, Envision Garland (PDF), projects growth and development patterns for the city through the year 2030.
Small Area Plans focus on specific corridors or districts around the city. These plans help to address the needs of an area and advance goals that could lead to increased development.
